In addition to signing 2021-22 NLI in December 2020, the FBS recruit must sign a 2020-21 NLI in December allowing him to receive scholarship for Spring Semester 2021. Thus, the FBS university can count December 2020 signee-January 2021 enrollee's toward 2020-22 initial count (25) and overall count (85). Given that the FBS university does not have a scholarship to award for Spring Semester 2021, the signee's 2021-22 NLI will count toward that year's initial and overall counts. That is my experience with this issue. If I am incorrect, state the correct rule.
