Maybe one of our legal minded posters can shed some light on this. I know it would be a major pain in the you-know-what, but what if we petitioned the state to change our name to the University of Monroe. As part of the petition, we could claim that ULL acted in bad faith and started marketing themselves as the University of Louisiana, in violation of state law and the agreed upon parameters as soon as the name change agreement was reached. If that were accepted, I do not believe that the state would allow ULL to remain ULL and they would have to change as well.
I'm not saying I would prefer a name change over keeping and actually pushing the branding of ULM, but it would damn sure piss off the coonasses.
